There are some bootstrap widgets very useful, like "Multiple select". You can edit the properties as you need it.

Could you try with this?
Drag labels (as many as you need, and horizontal display) and a dynamic panel.
You can drag images, texts in this panel. Then, you could create any event.
The link that I mentioned in the other post is so useful.
