You can use an on mouse enter event type to do so. To start, you'll need to create the transparent layer over the picture and select the hide component option in the properties panel. Then, the on mouse enter event can have an action of 'show' for the transparent layer and 'hide' on mouse leave.

I see the issue - the on mouse over is only available for non-touch screen devices, like Web. You can't create an 'on mouse over' event for devices like the iPhone, Android phone, or iPad.
