PInned top panel doesn't remain pinned to the top.

Noob here, need some help please. I created a pinned-top panel [drag and drop from pre-created widget]. On scrolling action however, it moves the top menu panel all the way from top of the screen to bottom.

settings seem fine: On-Scroll+Move : Left = current and Top = SY

What is the issue here? Thanks in advance for help.
