I have tested this, and it is not actually an error.
You are seeing this behavior because the rectangle is the same size as the dynamic panel. So when you think you're clicking on the dynamic panel, you're actually clicking on the rectangle. This is why the event isn't working.
In order to avoid this confusion, try making the dynamic panel larger than the rectangle.

Took me a while to figure this out. Its kind of strange though, becasue even though I can add an event to a panel, if I want the area of the panel to do something I now have to add a hotspot of the same size to it, since for some reason a group is not an "item" that we can add an event to - how come?!

We are 4 users in my company and we all have the same issue.
You can reproduce this bug with this process:
- Create a rectangle
- Group it in dynamic panel
- Add an event "on click" on the panel (change style for example)
- Then click on "simulate": the click action doesn't work on the dynamic panel.
We don't see any error message.
