Just look at the video I have attached. That isn't possible with an "on scroll" event. It has to happen while scrolling. And the width/height has to either scale up or down based on the direction I am scrolling. The values vor width and height have to be based on the scrolling-y-position of the element. So that they are getting changed live and not triggered.

Yes - just use an 'on scroll' event, set the conditions, and have the result resize an element.
