To ensure the header and footer remain in place while scrolling a screen, you may simply exclude those elements from the dynamic panel. In other words, place the dynamic panel between the header and footer.

How does this work with a Data List pulled from a Data Master? When adding it to the dynamic panel, it takes the entire Data List, including the header.
